The access element is used change the layout of a user during the simulation. 

==== Parameters ====
  * **Start time**: defines the time in //hour:minute:seconds// within the simulation when the operation will be executed.
  * **Username**: allows for specifying the username affected by the change.
  * **Access type**: allows for choosing the operator's interface layout.
